Air Vice Marshal (AVM) Humphrey Chuks Okpala was born on 8 January 1963 at Adazi Enu in Anaocha LGA of Anambra State. He attended the Nigerian Defence Academy Kaduna and was commissioned a Pilot Officer in the Nigerian Air Force (NAF) in 1986.Helater attended the Ghana Armed Forces Command and Staff College (GAFCSC) Teshie, Accra for his senior command and staff course. He was also at the National Defence University (NDU) Islamabad Pakistan, for his defence college course. Other courses he attended include the Lecturer Certification Course at the Cranfield University UK in 2013 and the Senior Defence Resource Management Course at Naval Postgraduate School Monterey California, USA in 2015.

Humprey has held several appointments some of which include Chief Instructor at the Air Force Institute of Technology (AFIT) Kaduna. Commanding Officer of the Personnel Services Wing, HQ NAF Camp Lagos, Directing Staff at the Armed Forces Command and Staff College (AFCSC)Jajiand latera Chief Instructoralso at AFCSC. He became Deputy Director Air Engineering at Headquarters Nigerian Air Force Abuja in 2010 and later the Registrar of AFITin 2012, Deputy Director Training at DHQ and Chief Rapporteur at the Strategic Meeting of the Heads of State and Governments of the Lake Chad Basin Commission that operationalized the Multinational Joint Task Force currently based at Ndjamena among others. He is currently serving as a Directing Staff at the National Institute for Policy and Strategic Studies (NIPSS), Kuru Jos where he has been since 2017.

AVM Okpala holds a B.Eng degree in Electrical/Electronic Engineering, an MA degree in International Affairsfrom the University of Ghana Legon and an MSc degree from NDU, Islamabad, Pakistan. He is a corporate member of the Nigerian Society of Engineers among other professional bodies. He isa registered and licensed engineer by the Council for the Regulation of Engineering in Nigeria (COREN).He has been decorated with several Service medals including the General Service Star and Distinguished Service Star among others. He was awarded the Commandant’s Prize for the Best College Paper at Ghana Armed Forces Command and Staff College in 2002 and he is a proud recipient of the prestigious Pass Staff CourseDagger psc(+) and the Distinguished Fellow of the Defence College Dagger fdc(+) for his meritorious service as a member of the Directing Staff at AFCSC and NDC respectively.

Humphrey is married to Grace and they are blessed with 4 children (2 boys and 2 girls). His hobbies include reading, traveling, listening to gospel music and watching documentary movies.
